Yes, they have breasts, which mammals (but not fishes) use, so perhaps they conceive in the mammalian way... or maybe the breasts are merely like the dangling lure on an angling fish...
Reminds me of the Red Dwarf episode where the Cat is granted his wish of a half-fish, half-biped lover. You've got it the wrong way around, his friends tell him, but the Cat has (atypically) thought things through...
